Does CPU use Bush in different packages?

Yes, the need to tweak the fatigue sliders to make them work better in correlation to the sub in/out sliders... but what EA really needs to do is add different formation packages and plays and have the CPU use them.

... so for example, we will see Bush and Deuce on the field at the same time with Bush in the slot or wide and Deuce in the backfield. I remember in last year's NCAA, the CPU would move Bush to different positions and have White in the backfield.

... or if the teams have two good tailbacks like Maroney/Dillon, Bush/Deuce, Jones/Barber, the CPU should recognize this or maybe with the use of sliders HB1/HB2, the CPU should split carries between two RBs using specific plays (not just when one is tired/fatigued).
