the first 3 usually mimick the RL decisions made on who hosts the SB. althougth SB XLV the stadium is the current Texas Stadium at Irving and not the new stadium in Arlington.
after that, i think there is some kind of pre-determined order. relocations and building new stadiums during franchise mode affects the order.
although in the past, the 4th year tends to also reflect RL as well. just that that stadium is not available for Play Now.
