I don't buy that because the PC version would be a port of the Xbox 360 version. All you do is spend a month or so fixing the game so it can play at lower resolutions and check some basic hardware component capability and you have a PC game. There is propably very little overhead cost to port the game to the PC. 2k did just that with NBA 2k9 and although the sales may not be overwhelming they certainly would turn profit if you factor almost all production costs are null and void to the PC version.
