I can't speak for Madden 10 as I haven't played it yet on PSP, but I will say that Madden 08 on PSP was very well done. I still play a game or two when I fire up the PSP.
NCAA 10 is decent on the PSP, as well. Graphics are pretty close to PS2-level and the controls, while scaled down, are pretty responsive.
If you're looking to save money, then I'd look for a copy of 08 (it has more features than 09 and I think the gameplay's better) but if money's not an object, than it might not be a bad idea to pick up 10 and give it a whirl.
