I really wish someone would do these speed "tests" on slow with the Player Min Speed Threshold lowered.

You can't just completely ignore a slider that alters players' speed and go straight to the very fast game speed and proclaim success.

that what i kept reading for i was waiting for him to reveal it.

he did say it was possiblke though right? like on slow we can set it to say 10 and hester should run a 4.5, or is he saying the onlt way to do it is on very fast setting?

I don't think he tested the speed threshold on the slow game speed at all. At least he didn't say he did in that blog.

Here is what the Spd Threshold setting would do in this case.

Lets say Hester runs a 5.3 40 time on slow
Lets say Greg Ellis runs a 6.3 40 time on slow.

The higher you increase this setting, you start to get results like this:

Hester: 4.5
Ellis: 7.5

You might wind up getting one player's speed right, but ruining another's. That is why he has the speed set to Very Fast instead. This increases everyone's speed to the correct speed, instead of increasing some player, and decreasing others.
