The answer is obviously yes. Madden 10 with its flaws is still better than those preceding it in the key areas IMO. As far as the use of the word "sim," I think any developer should be free to advertise using that word and strive to achieve those goals.
Without singling anyone out, limiting certain aspects of the game to make the game fair for all users is necessary at times but has nothing to do with simulation game play. If anything, the use of fair play rules is an indicator that no game is perfect or has achieved replicating a given sport precisely.
To date, I don't know a game that can't be exploited after a certain amount of time but that doesn't mean games aren't sim. People are over thinking the word and often expanding it to cover their own weaknesses in playing certain games. Let's not make something more than what it actually is.
