Does anyone know what it means where the potential bar is blue?

i think its like that because the player wasnt fully scouted yet

It still shows up after 6 full weeks of scouting. I have the full scouting report DLC for my NCAA classes, and some players still get a blue potential meter

It means they're on the line between "Decent" and "High" and nobody remembered to patch it so that it picks one or the other.
