Depends on what you mean by low. I use Flacco and he does it often and his accuracy is not great in this game. overall accuracy is 75. Short, mid and deep are good though.

It can be done with all QB's pass lead down...but there is that time when the DB's will still get an INT anyways or a LB...but mostly if you pass lead down it'll be a dirt ball

Manning does it all the time. I've wanted this before along with the ability to throw it low, mid, and high. Depending on the play and defense, it's extremely important just like windows. There is a lot more that this game can do.
