Explain scouting your opponent please

Can you only do it when paired up with another user before the game, or can you scout any person you want by gamertag? I would like to know because i would like to scout my online franchise opponents. I had heard that you was not able to do so, which makes me think that you can only scout an opponent before a ranked/unranked game not in franchise mode.

Ill be totally bummed if thats how it works. Any information confirming anything would be greatly appreciated.
