Is the swim move considered a power or finesse move. Im assuming it is finesse?

Finesse Move: Swim (left/right on highlight stick)
Power Move: Bull Rush (down on highlight stick)

thanks...but why do i see him swim move when according to his traits he is only supposed to bull rush
