Patching without going through Title Update

I seem to rememeber an article before Madden NFL 12 was released saying it will be developed in a way so EA can tweak things that are broken without having to go through a Title Update. Anyone remember this?

I imagine this could help avoid glitches that arise during the season such as "Shake blitzing" or whatever it's called.

those are tuner sets which EA hasent even released a single one yet and i doubt they will and when asked EA dosent answer.
