Jacquian Williams Consistency?

For those of you the don't know that don't know who he is, he is a rookie OLB for the Giants (# 57). I'm just wondering, how does a rookie get four-star consistency? He does have an A potential. I think I'll experiment with him in franchise mode.

I get him in every one of my franchises, I just love playing with him and I did one franchise where I simmed every game and he led my team in tackles every year he started. I now get him every time and I love controlling him, he is just so explosive for me.
