Online CCM Question

Alright for my online league, we read somewhere that said you could have a salary cap but without cap penalties for madden 13 CCM. We thought this would work for our league since there will be more players in FA and teams can't get stacked, yet we'd still be able to trade without penalties. Now I have 2 questions regarding this:

1) is this even possible to do in an online CCM?
2) if it is possible, is it smart? if now, why?

i think they were asking if they could have the cap without having penalties on. cap penalties are in.

yeah our league trades a lot and we kinda want a cap, yet the penalties would severely cut down the trading. some people in the league decided that we should have a cap so FA means something and also so people can't get stacked teams, yet we can still trade without a penalty. Personally, I'm against this. I think you should have a full on cap or none at all. However, I wanted to see what others thought and why and more importantly, if it's even possible.

We have played all these years without a cap. Theres no way im taking the cap off and i want all penalites and cap stuff in place. Trading sometimes can get outta hand for my league (GML GrownManLeague) im hoping that the AI for CPU trades are greatly improved so i dont have to worry too too much about coming home and seeing Chris Johnson traded for a bag of skittles and a blow pop
