Are the draft picks predetermined?

In week 1 of the preseason I offered a trade in an online CCM to another user...I am the Bucs and it said that my first round pick is #14 overall. So I went and looked at a couple other teams...Oakland was #1 and Minnesota was #6.

I am confused as to what they are basing the number off of??

Does that mean I am the ONLY person who encountered this?
