If you go to player needs and select a player it will show you available players. They will be listed as draft picks, FA or trade. The trades players are on the block. There is no way I know of to just look at the block but at least you can see who is up for trade this way.

Yes you just go to your roster. Then click on the player and choose add to trading block.
