ive always looked for star development when i draft my guys
but after i read some thread on this site i noticed some of superstars have only normal dev

can u give me a list of players that fall into this category?

There is a draft guide thread with first post edited to link an excel sheet. Look there, anyone who is fast or superstar is listed, anyone not listed is normal or slow. Also note storyline players change so they have to be scouted by you for which development they have.
