What is the lowest you can rate someone in M13?

What is the lowest rating you can make a player in M13? Does M13 allow you to rate an individual attribute as low as 1 or 0 or is there a cap at 12 like there used to be?

Also, if you make a player a 1 or 0 in every attribute category, does their overall rating not go any lower than a cap? I think it used to be 12. No matter what you did you could not get a player's OVR rating lower than 12. Same on the other end with the maximum cap being 99.

Does anyone know this for a fact or can check? Thanks!

12 is the lowest I've ever saw like if u change a player say qb to p their overall drops to 12.

even if u edit a player the lowest is 12 I lowered 5 attributes and once it got to 12 the overall stopped.

BTW, does anyone know what Madden's obsession is with "12"? Why is that the lowest value? Is it some quirky thing like with QBR where "perfect" is 158.3 instead of 100?

This is EA Sports we are talking about. The same company that cant even implement assisted tackles and half sacks correctly. I'm pretty sure they just randomly decided on 12 being the lowest possible rating, and there's no formula to it.
