Do generated drafts definitely have a set order this year?

Yeah its random,the first year could be any single one of the draft classes if you do happen to get the eli watson one then pop warner will be your next.

I think your going to have the repeat glitch..... your next class will be Eli Watson and then the Pop class again, not 100% sure but you may want to sim and check it out. Happened to me and I had to restart my CCM.

So basically if you are already past year one there is no hope to get the Leon sandcastle draft class? I am in year 5 and keep getting the same draft class every reload

This issue with always getting the same classes past year one was fixed with update 2 i believe. Should not have this anymore.
