Some cities have fan interest 'Frontrunner' when you want to relocate. What does that mean exactly?

I'm not sure what it's exact impact is re: M25 / CCM, but the term means a fanbase that is only interested in supporting a winner...

It's usually more common in major metropolitan markets, as opposed to the Green Bay / Buffalo paradigm who will sell the place out no matter what...

Umm, not buffalo. They are constantly blacked out due to not selling out, or the typical extend sellout/blackout deadline

Perhaps I should have said "support the team no matter what"...

Historically (since 1960), the Bills are / have been known for a VERY loyal fan base in a small market...

As well as a high percentage of attendance relative to market size...

Regardless, the example did clarify the terminology that OP was interested in...
