It's on the stadium selection screen, which you can get to after you've finalized the teams in the quick (exhibition) game (I think -- I'm going from memory). On the stadium screen you can pick the stadium, the time of day, and the weather conditions. I have the PS2 collection version also, so I know it's there.

The cold-weather sky looks phenomenal. They really captured the look of a blustery day. Then with the light changes, it really makes you feel like its freezing cold. I wish ESPN had these
