I don't think that you can affect the amount that they run by using sliders. They only impact the effectiveness of the cpu's runs. I've had the cpu run 30+ times on me in NCAA on default All-American. They may not get all the yards but they definitely will run the ball. I don't know how much of an effect quarter length has on it but it may have some.
