help me pick my franchise team

Alright so if anybody would help me pick a franchise team, I'd appreciate it because I can't make up my damn mind. I'm looking to move a team to Las Vegas, and would like it to be a team that needs some rebuilding.

I have it down to these teams:

-Oakland
-Arizona
-Kansas City
-St. Louis
-San Francisco (tough moving them from such a storied football city, but I like their roster a lot)

Thanks man. Yeah St. Louis would be interesting...solid offense to build around. Anybody else have any suggestions?
