I like it to be on. I don't know the personnel for every single team that well and I certainly don't have time to scout teams and find out who's good at what. So, it's a simple way for me to see who's good at what on the team I'm against.

It's better you turn them off so you get the feel for the game and what players are doing. If I notice there's a WR burning my CB it tells me he's a speedy WR and it's time to do something about it.

This is optional and only a preference so don't listen to me.

I know what weapons are but how does the game change if you turn them off? I mean, I actually have them off but are the players ratings boosted with them on and reset to normal with them off? What is different?

True, but a pro-team's coaching staff would know the abilities and what players are "weapons" before taking the field and finding out, so I like to leave it on. To me, it's just a way of knowing the players better.

Weapons are a stupid and pointless part of the game. They are annoying to see while playing as well.

When you turn them off it just turns the ICON'S off right? They are still consider a weapon?
