Odd - retired number assigned in Franchise

Was running a franchise with a classic roster set. Controlling Yanks. Pitcher brought up from minors and was assigned #7. I thought this was not possible in franchise mode?

This happened to me with the show 17. After a certain point of the season I was able to use all retired numbers except 42. Then at all star game it reverted back. I changed again and they stuck until trade deadline then same thing happened. Changed again and good until end of season. However at that point I could not use retired numbered in playoffs.
