The developers specifically said there were no gameplay balance changes in that patch. So moving the sliders around is probably pointless IMO.

Well it seems it was not a coincidence that I was doing pretty good before the update hit, and that after increasing the sliders I'm back to hitting like I was before.

In settings under gameplay:

In the general settings, go to decisions and it is there. (Just hit r2 once when the settings menu loads)
