For the life of me I have no idea why 2k made things like this hard. It's s dumb question I guess but I would really appreciate if somebody would tell me. LOL!!

But it isn't hard. When the game loads up you have the updated rosters. If you want to download custom rosters, you have to go into Quick Game and press triangle. You can then pick the roster you want from there. But if you're talking about the official 2K rosters, you literally just start the game and it'll download the latest rosters itself.
