So if any cpu players can make these random contested shots, what determines their success rate? It's certainly not based on ratings. Just luck?

I play on All-Star/Sim.

Between Tuesday and Thursday, having only played a total of about 6 games, I had already been a victim of two halfcourt/3/4 court buzzer beaters.

Could just be an anomaly, but they seem to be a lot closer this year even when they miss.

Contested/contact layups going in is another thing. Kyrie Irving absorbing the contact from Nikola Pekovic to convert a layup, about 7 times in one game, is a bit excessive.

I played an online match on launch day and apparently someone mastered James Harden's shot. He nailed a few contested shots from long range, with and without being double-teamed. It was pretty amazing.

This problem is horrifyingly evident in Myplayer for whatever reason. The team you play for will never be able to stop the layups from guards or anyone for that matter.

It's not even just that, it's the type of shot the CPU takes everyone just isolates you can play great defense for 23 seconds only to think time to contest the shot only to have the CPU run pass you into the lane and make a shot over multiple big men.
