Blake has two different face scans from what it looks like. Has a younger clipper face and pistons face. Nice.

Because it comes down to time and resources. Scanning process and then turning that into game form takes a really, really long time. 2K does a good job of getting a majority of scans even if it's not perfect. They don't dwell too much on the very specifics unfortunately but that is the case.
Modders can edit as they please because they simply have endless amount of time to focus on one thing. 2K gets the face in the game and they move on to other parts of the game, meaning they have other obligations to allocate their resources on.
