I've noticed they call shooting fouls on jump shooters on stationary shots but why isn't it the same with moving shots?

I can smack the guy in the arms or the back of the head with the block button on moving shots and no/lack of shooting fouls are called.

2k can you buff moving shot fouls from the block button to be called so people have to respect the mid-range game instead of speed bursting close out block.

I have seen alot of moving shot foul calls. Moving jumpers. Runners. Floaters. Drifting shots.

Is this vs the cpu or an opponent?
