I actually would be surprised if they don't lower the drop rate on the WC's, because by doing that, they are giving you two options, spent 3-4 days playing like crazy and spend like 50K to only get maybe 1 WC, or pay for a star contract, which I think you still have to use one WC with that. And you really have to pro your leg's if you want to do well in seasons. So this pretty much forces you to spend money at some point if you don't have too much time for this game.

yeah every dime of RP i get i buy packs hoping for a wild card now i have a full collection of SPEC upgrades

I've had times where I have to open 10 packs before I see a WC. A few days ago I got 2 in 4 packs. This morning I spent about 160k to get 2.
