The most common players in the game are current NFL players because EA can just license with the NFLPA and have access to all those player likenesses at once. For others they have to work out a deal individually and that can take too long/too much money for EA to include them in the game.

He is not a member of the NFLPA, so no, he won't be in the game.

The only way around that is if EA is paying that person directly, and the school signed off on it as well.

I don't think they are either, for example Charles Woodson is in the game, but there is not a Heisman hopeful/winner card for him in the game.
