If he is not one of the top 11 or 12 centers, ratings wise, he is not going to be in the draft pool. There is a set number of draft pool slots for each position. If I recall correctly, the only positions with less slots than center are kicker, punter, and fullback.
If Fraser is really one of the top centers, just adjust his ratings to reflect this and make sure he is in the top 11 or 12. You also need to take into consideration that there may be an underclassman or two that might knock him out, unless you have him even higher.
