how to get access to ALL TIME teams on play screen menu.

I see the 1991 Florida State, 1956 UCLA etc. but not the ALL TIME teams.

I think you probably have to get the pennants for those teams under My NCAA. Use the points you get for doing stuff in game to purchase pennants. That's the way it has been in past years.
