Yes, that is true.
Also, I don't think the initial NCAA team (Back in 2005-2006) when they were designing the game realized the amount of time/effort it would be to recreate a game of the scale of NCAA series. A simple think like 1 stadium may have taking 20-40 hours of work on old gen, takes 10X that in this gen. That means adding things like stadiums, highlights, 3D Nesslers, Corsos, Herbstreits and mascots take up more time and resources.
Furthermore, advanced media takes up more disc space, and it looks like for the 360, we are running low.

I honestly think if more people knew this they would be more patient about the process...but some people would not believe the words unless an software engineer not linked to the gaming world told them.
