Probably so. MWC is a little better...I know Teambuilder teams from the South and the OK/Texas region get invites to the C-USA real early...but that ends up hurting you with Strength of Schedule and bowl bids. I usually stay independent until a BCS conference comes calling. I remember how easy it used to be to replace Vandy or Kentucky in the SEC, and Duke in the ACC.
Question: If I'm Northern Iowa...would I get an invite to the Big 12 or 10? Iowa and Iowa State are in the two different conferences...

I think conference usa is almost a given to join if your league is worse then theirs or if your an Independent. Question i have, ive never played as Notre Dame, do they receive invites to Big East or Big Ten?
