Nebraska/Colorado Online Dynasty question

I plan on having two dynasties that will involve the Big XII and since we all know that Nebraska and Colorado are leaving next year, what's the best strategy to use if teams who are controlling those teams have to move them to their new conferences if that conference is already full?

For example, if I run a BCS Dynasty (6 conferences, 2 teams each) and I have Illinois, another with Michigan and another with Nebraska, what should I do if the Michigan and Nebraska owner want to keep their teams? Should I start off with a 10 team dynasty and only allow 1 team user for the Pac-10 and the Big Ten?
