Offering Scholarships & Making Promises?

I'm new to this game. How do I do this? All I see is the ability to determine how much I talk to each recruit.

This might sound like I'm being slightly sarcastic, but I'm not.

Hit "X" on the recruit and set the number of minutes. Hit "X" again and you'll find your answer. It appears to me that you haven't really discovered how recruiting works.

Yea after you pick your time a new screen will pop up to talk to them, this is where you'll find your answer

Yeah, it sounds like you aren't even in the "phone call" screen.
