Do these tuning updates work for dynastys that have already started? Like im in season 2 and i downloaded the update. will it work for that dynasty or will I need to start a new one.

It works in dynasty. But any of the dynasty fixes like increase in recruits ratings won't take place until a new pool of recruits is generated. But in-season progression takes place immediately.
