They're not saving any video, just the input of the play so it can be recreated for the end of the game, in the highlights menu, etc. It shouldn't take up much space at all. More likely it's some mundane programming/interface issue with the 4gb hard drive.

The game saves every replay throughout the game although all are discarded when you exit the game at the end so if your system doesn't have enough memory to hold every replay, it will only reproduce the last play your system saved since it is basically overwriting every down as you go.

I don't think the system(the console) recognizes the 4GB drive as a hard drive(it reads it as a removable drive rather than a "normal" hard drive), so that is why the game does not cache the replay info on the drive. but I don't have one of those 360s, so I can't say for sure.
