recruiting not registering?

I was wondering if someone had any info on an issue in one of my leagues they could help me with.

I'm a commissioner in a 2 person OD. We are in our second season. Both years, in week 1 of the offseason recruiting, my friend has added new recruits to his list, and also brought guys in for visits in his first week. Both years, he has lost everything in his recruiting for the first week, the guys he added were gone and the visists didn't go through.

Just wondering if this happened to anyone else, and if I'm doing something wrong when I'm advancing the weeks. I'm sure I've waited both times for him to be done and see his green dot, and he has never had this issue in any other leagues.

Any info would be greatly appreciated, thanks.
