I think it's to prevent players from jumping all over. If the NCAA allowed 'open' transfers then you'd have some guys that would end up at 3 or 4 schools in 4 years.

-I think the NCAA sees that as something that would be detrimental to their academics.
-It also pushes players to make sure they look into all of their options and pick the school that is the best fit for them.
-Also, allowing open transfers would take away from a coaches ability to impact/teach his players. A coach's #1 job is to be an educator and they wouldn't be able to do that effectively if a player could leave and play immediately at another school.

After my first year with USF I had Greg Dent (Florida State - WR) Demetrius Hart (Alabama - HB) and some dude named Chris Hall (Virginia Tech - QB) all transfer to me after I had a 11-2 season and beat Texas A&M in the Fiesta Bowl.

i guess you can say both but also i think im not getting transfers because i use up all my offers this off season im going to leave a few open and see what happens

Have most of these Transfer requests only taken place in online dynasty mode? I play primarily offline, and have not once seen a player transfer come my way, usually just players wanting to transfer out.
