Nope, I just checked, which is absurd but not surprising given EA's history of limiting gamer's options. You must enable "Time Savers" on the Dynasty start up page where you can auto-generate names.

I have it on in mine and the extra pipeline thing worked but I'm in week 1 recruiting and none of the advisor stuff is lit up does it not work till week 2?

Supposedly it's bugged and will be patched around the end of the month.

I think it's still bugged. I just started my Ball St Dynasty and I don't think anything was bumped except for the extra pipeline state. Almost all of my recruiting attributes are D or D+.
