how do you make promises in 2014? I see where I can view them, but not make them

I don't believe you actually make them. where are you viewing them?

I don't have any, but I see them under Team Management > View Promises

I bet they forget to put it in with the new recruiting system or forgot to take the view promises out.

You can make promises to players leaving early to try to get them to stay.
