PS3 says 1080p on the box
But it's in 720p. How do I change it?

make sure it's enabled in your display settings.

I'm pretty sure its made in 720p and upscaled to 1080p

take it off auto and set it yourself. you COULD just set it so it can only be displayed in 1080p. think it'd force it.

This. Just have 1080p selected it will force it. Games are natively 720p, movies are 1080p. That's why it says 1080p on the box. TBH, there isn't much difference between the two unless your're sitting 2ft in front of the screen.
