How to eliminate all FCS games without the editor?

I know there's the "don't use known games" feature when generating your team's schedule but it always seems to still have a couple FCS games. How do I configure custom conferences and conference schedules to ensure that no FCS games are generated? Has anyone found the magic number of teams per conference and number of conference games? No editor btw.

Pretty sure it would be impossible to do without the editor. Even if it were possible, you could create an issue with not having enough eligible teams available for the bowls (as someone pointed out when I asked a similar question a long time ago).

Having a healthy number of independent teams with their open schedules might allow there to be fewer FCS games.
