They will not change in the recruitment process if that is what you mean. The created prospects will undergo training results like every other player in the rest of their offseasons if that is what you were asking.
Example
I make an 85 overall QB with 90 speed, 70 awareness, 90 throw power, and 80 throw accuracy. Those will be his stats his freshman season, except awareness does increase in season, and other stats can increase based on your coaching tree. Heading into his sophomore season he will go undergo training results and will likely increase to between an 88-92 overall. His junior season between a 91-99 depending on the results. The training is randomly between 3-7 (typically 5) if you just keep the in-game training. Most people have applied their own system for more randomness.
