are you sure he's not injured?

I just started that season, and didn't draft him.
I'll keep an eye on the team that did draft him and see if he's playing.

for sure he is not injured. He has played two full preseason games so far and played fairly well.

Your philosophy likely has a lot to do with his rating. Try not to just look at overall rating. Look at his actual skills; awareness, Thow power, accuracy, etc.

If you change your philosophy, and his production starts to increase, so will his rating.

Well that's the thing. His production is fine. He has been completing about 75% of his passes. It seems as though he is playing well above his current ovr 45. I really don't know how he could play any better. It seems most of his incomlpete passes are drops by the wr's.

I've seen his overall on my game (Different team) in the 70's. Looking at his progression, he seems like he can be a great QB. (He never gets to play on mine, he's just sat for about 4 seasons.

Scotland is my backup QB, he's very good but his awereness and injury are too low, that is why he's on the bench.
