Question about kickoffs?

How come a kickoff over the net is marked at the 20-yd. line? Whereas, the kickoffs that hit the net and fall behind the boards is marked at the 5-yd line. Is this a glitch, or is this an actual rule and they treat it as if it was a kickoff out of bounds?

thats actually a new rule basically because of Clay Rush the kicker on colorado. He would constantly kick it over the nets and just get a touchback at the five, now to try and keep the ball in play that is considered an unofficial penalty and will be spotted at the 20.
