Primeira Liga - 3 teams licensed (Benfica, Porto and Sporting Lisbon)
Serie A - All teams are fully licensed but the logo and name is fake.
PES League - The league and all clubs are fictional.
D2 League - The league and all clubs are fictional.

You will have to wait until a more experienced PES user responds. I don't know how close they make their unlicensed teams/players to real life.

I would have loved if they had a full EPL, maybe one day.

I am sure that there will be people that will edit those fictional teams/players to be their real life equivalent as close as they can with the option files (which you probably already know about)

it is just having to wait until those get done

I'm just now reading about them. What is the process like, on the 360, of getting the option files loaded up?

Just get an option file and you'll be good to go. Takes 5 minutes and the kits are so good you'll almost never notice a difference.
