Does Stadium Creator include ballpark effects?

Does the Stadium Creator include the ability to specify unique characteristics for a user created ballpark? For example:

PS3 rosters can be transferred via BruteForce. You don't need the vault.

MLB 15 PS3: 1967 & 1984 rosters?

JohnEKool (id HoozierDaddy61) did these, and I think they are the only 2 seasons (from about 1966 thru 2009) that are not available in the MLB 20 vault. I don't own MLB 15, but I'll buy it if I can...

1. have the schedule in a file.
2. know how to use the Dynasty Editor.
3. know how to hex edit.
